Digital Media and Information Literacy

In 2020, the Broadcasting Commission, in collaboration with UNESCO, made the commitment to formulate a comprehensive Digital, Media and Information Literacy Skills (DMIL) Framework for Jamaicans. This framework served as the foundation for designing tools that will effectively measure and support DMIL skills among Jamaicans. The tools established enabled the creation of baseline data regarding the current national levels of digital literacy. This data informed the development of a national policy that was formally presented to the Government of Jamaica in 2023.

In December 2024, the Commission took the steps necessary to transition this framework from the conceptual stage. This proposed 2-year implementation of the DMIL Skills Framework, seeks to bridge the identified gaps in DMIL in the media sector and will provide a demonstration case for the full implementation of DMIL across all sectors. It will:
  • Test the principles of the DMIL Policy Framework.
  • Customize policy objectives and strategies for the media sector to validate and refine those delineated in the DMIL Policy Framework for the Productive Sector Channel.
  • Identify the digital competences necessary to enable the media sector to protect Jamaicans against information warfare by both domestic and international actors.
  • Identify the digital competences necessary to improve the economic competitiveness of the media sector.
