The operations of the Commission are structured to ensure compliance with the Act and the Public Bodies Management and Accountability Act. 

The Commission, through the Chairman, works closely with the Responsible Minister of Government, who has the power to issue general directions on matters of policy.

Each Commissioner is required to act honestly and in good faith and to ensure that the Organisation carries out activities within its prescribed purpose. Additionally, the Commissioners have collective responsibility for all strategic decisions made by the Commission.
