Guidelines for Applying for a Commercial Broadcasting Licence
- When you apply for a commercial broadcast licence, the Broadcasting Commission will review your application to determine whether you can operate a viable media enterprise. This is why you are asked to submit: financial, technical and administrative information.
- You are asked to use the appropriate form provided, along with supporting documents and any additional information you may think is relevant to your application.
- Check all your material against the requirements of the regulations, the application form, and these guidelines.
- A non-refundable fee of J$110,000 must accompany the application form. This must be paid by manager’s cheque.

The company applying for the licence may be owned and controlled by Jamaican or CARICOM nationals, as well as by foreign individuals who can have a controlling interest in the applying company.
A commercial service broadcasts material with the intention of influencing the consumer behaviour of listeners or viewers. Advertising is the major source of revenue for this kind of service.

- Provisional permit from Spectrum Management Authority (SMA) for intended STL/TTL frequencies (period determined by SMA)
- Programming Plan
- Permits for programming use:
- Letters of intent
- Signed contracts
- Certificate of Incorporation
- Articles of Association
- Memorandum of Association
- Certified copy of list of directors (Form 12)
As an applicant, you are responsible for ensuring that you submit all the necessary documents. The Commission will verify, on receipt, that a complete package has been presented. If your application is missing any documents, the Commission will immediately advise you what material needs to be provided before your application can be evaluated.
Note: At this stage, Commission officers only verify completeness. This is not a guarantee that your application meets the required standard for the Commission’s recommendation that the Minister of Information grant you a licence.
Make sure that your documents are in the right order, secured firmly, and properly labelled.
The Commission will not attempt to guess the meanings of unmarked and/or ambiguous documents, including maps. The Commission also will not attempt to identify pages that are out of sequence.
Ownership and Control
- Clearly state the composition of the major shareholding interest.
- Provide the nationality of directors and principal shareholders, and each person’s stake.
- Identify the head of the company and the person responsible for day-to-day operations.
- If there is no company secretary, state who will manage official documentation and shareholding information.
Management
- Provide professional qualifications of the Chief Executive Officer (attach résumé and copies of professional/academic certification).
- Provide the same information for the Chief Technical Officer.
Staff
- Explain the departmental structure and reporting relationships, including:
- Programming (including news and current affairs)
- Technical
- Financial
- General Administrative
- Provide details on the leaders’ professional record/qualifications and expected staffing numbers/qualifications.
Provide a clear schedule of activities relating to the establishment of service. Include both actual and expected timeframes for:
- Sourcing of funding
- Completion of property arrangements for an office and transmitter site(s)
- Purchase/lease and delivery of equipment
- Installation of equipment
- Employment of staff
- Test transmissions, including arrangements to acquire a frequency
- Negotiations for programming
- Marketing
- Official start of broadcast
- On a map, show the proposed coverage area, identify all transmitter sites with respective frequencies and how they will be linked (STL/TTL). Include a provisional SMA permit for intended frequencies.
- Provide a diagram for each transmitter site showing expected signal levels at various distances (half-power points), quoted in microvolts per meter, based on actual local conditions.
- Include:
- Antenna output in dBi
- Half-power points in dBm (3 dB from the antenna and successive contours as necessary)
- Minimum power at the service boundary (V/m)
- Explain clearly and in detail how you plan to implement your broadcast system using the equipment listed in Part 3 of the Application Form (include diagrams/illustrations).
- Provide information on the technology to implement the Children’s Code for Programming, including audio (and video) delay systems.
- State how you will maintain technical systems, including capacity to carry out tests (e.g., field strength tests).
- Describe the programme format across the broadcast day (e.g., news, magazines, talk shows, request programmes). Minimum: 8 hours of transmission daily.
- Name the sources of programming (purchased vs in-house). If in-house, specify facilities and staffing required.
- Explain provisions for rating and scheduling of programmes and transmitting advisories per the Children’s Code for Programming.
- Programming Permissions: If buying content, attach letters of intent and/or agreements from rights owners.
Arrange information clearly to facilitate understanding of your business plan. Check all statements and calculations for accuracy and document all assumptions (they must be realistic).
Financing
- State clearly how the company will be financed, including shareholder investments.
- Show how any shortfall will be met. If using debt capital, state loan terms and include a commitment letter.
Revenue
- For production revenue, state the intended market.
- For advertising income, state the intended market and proposed rate structure (prime time and other slots).
- Detail other sources (e.g., agency fees, rental of studios/equipment/facilities).
Operating Costs
- Outline operating costs with documentation supporting assumptions. Costs must match the level of operation.
- If using debt financing, include interest and related charges in the profit and loss statement.
Cash Flow
- Ensure consistency with expected revenue and projected expenses, incorporating all loan proceeds and repayments.
Profit and Loss
- Include only genuine expense items. Repayment of loan principal is not an expense and must not be included.
Balance Sheet
- Figures must align with other projections. Do not include equipment purchases in year 1 if they occur in later years.
Clearly explain how your media service will relate to your target broadcast market, providing as much documentation as possible to support your explanation.
Include any other additional information that you think will be useful in the evaluation of your application.
